Sedro-Woolley is a city in Skagit County, Washington, United States. The population was 11,180 at the 2010 census and an estimated 11,631 in 2018. It is the county seat of Skagit County. The city’s name is a combination of the names of two pioneer towns, Sedro and Woolley, which merged in 1898. The logger and pioneer Samuelgee “Sam” Woolley is considered the city’s founder.
